A Review of Indigenous Procurement Targets

This report explores how major governments and private organizations across sectors are incorporating Indigenous procurement targets into their operations.

Analyzing publicly available procurement policies, strategies, and Indigenous Reconciliation Action Plans (IRAPs), the study establishes a baseline of current practices. Key areas of focus include the specific percentage or value targets set by organizations, their timelines for achieving these goals, how they define an Indigenous business, and the strategies they use to source Indigenous vendors, such as utilizing registries or corporate memberships.

While many organizations have expressed commitments to economic reconciliation, the report finds that detailed, publicly available procurement targets remain limited. By summarizing these existing policies and highlighting both trends and gaps, this research provides a foundation to encourage greater transparency, hold organizations accountable, and drive future improvements in Indigenous economic participation.
