About Bear Clan Strategy Inc.

Bear Clan Strategy Inc. (“BCSI”), operating under the trade name Nuniye, is an Indigenous owned and Indigenous-led fuel supply, consulting and project development company based in Yellowknife, Northwest Territories. BCSI was founded in February 2023 and incorporated in early 2024. The company is registered under the Government of the Northwest Territories’ Business Incentive Program (BIP). In addition, BCSI is a member of the Federal Government’s Indigenous Business Directory under the Procurement Strategy for Indigenous Business and is IOC recognized at the Giant Mine Remediation Project in NWT. BCSI is also a member of the Canadian Council for Indigenous Business and is a Certified Indigenous Business.

BCSI’s core mandate is to act as a strategic bridge between Indigenous governments, proponents, and public-sector partners in the Northwest Territories and across Canada. The company specializes in advancing projects that support economic reconciliation, Indigenous participation, workforce development, and long-term community benefits. BCSI provides advisory, implementation, and operational support across a range of sectors including energy and fuel supply, mining and exploration, infrastructure, housing, renewable energy, fisheries, and public-sector transformation.

Fuel Supply and Joint Venture Activities

BCSI has entered into a joint venture with the North Slave Métis Alliance (NSMA) to supply diesel and other petroleum products in support of NSMA-led projects and operations. Through this joint venture, BCSI and NSMA also supply fuel to third-party purchasers, including industrial, infrastructure, remediation, and resource-sector projects operating in the Northwest Territories and northern Canada. This joint venture is structured to ensure secure, transparent, and Indigenous-controlled fuel supply chains, while maximizing economic participation and benefits for Métis and other Indigenous communities. The arrangement supports both project-specific fuel requirements and broader commercial supply opportunities, with a strong emphasis on compliance, reliability, and competitive pricing.

Leadership

Nuni (Noonie) Sanspariel is the President of BCSI and leads a multidisciplinary team of professionals. He is a member of the Yellowknives Dene First Nation and is a former member of Council for his community. Nuni is an experienced Indigenous business leader and governance strategist based in the Northwest Territories, with deep ties to the land and communities of the North. He has worked extensively with First Nations and Métis organizations across the NWT and Canada, supporting projects that integrate Indigenous governance, energy, economic development, and culturally grounded engagement.

Team and Delivery Capacity

BCSI is supported by a team with expertise in Indigenous governance, finance, project
management, law, economic development, project delivery, and northern operations. The company maintains relationships with Indigenous subcontractors and technical specialists across the Northwest Territories and Canada, allowing BCSI to scale its delivery capacity to meet project-specific requirements.

Track Record and Public/Private-Sector Engagement

BCSI has worked on a range of Indigenous-focused projects, including work with the Government of the Northwest Territories. The firm regularly assists proponents in navigating Indigenous engagement requirements, coordinating Indigenous hiring and subcontracting, negotiating agreements with Indigenous governments, and delivering projects in a manner consistent with community priorities and regulatory expectations. An example was assisting a proponent in negotiations with a First Nation for a mining drill program in traditional territory and subsequent ongoing engagement and overseeing all Indigenous labour market participation
